In line with the Atmanirbhar Bharat vision of Prime Minister, Shri Narendra Modi, the Indian Institute of Entrepreneurship (IIE) under the Ministry of Skills Development and Entrepreneurship (MSDE) has signed a memorandum of agreement with the Ministry of Rural Development. (MoRD), to promote entrepreneurship at the local level among rural youth.
Under this agreement, the Start-up Village Entrepreneurship Program (SVEP), the sub-program of the National Rural Livelihoods Mission (NRLM), whose main objective is to promote employment opportunities in rural areas of India, in particular by developing self-employment opportunities for the rural unemployed. .
By developing a sustainable model for the promotion of village entrepreneurship, the program aims to enable the rural poor (in the SHG ecosystem) to start their own businesses. This will be accomplished through the use of integrated ICT techniques and tools for training, capacity building, business advisory services and the provision of loans by banks, self-help groups and federations.

The Indian Institute of Entrepreneurship (IIE), Guwahati, Assam, will act as the National Resource Organization (NRO) for the Startup Village Entrepreneurship Program (SVEP) and provide support to the State Rural Livelihoods Mission ( SRLM) for the program. successful implementation. The NRO is expected to play a dual role in the implementation of the SVEP, namely the implementing role, which will include the direct implementation of the SVEP in the blocks as implementing partners with the States, and the program scaling role, in which the IIE will be responsible for scaling up the program based on the blocks experience with the SVEP and their previous experience with the development programs of the entrepreneurship.
The main objective of the Start-up Village Entrepreneurship Program (SVEP) is to develop local resources by training a group of village cadres of Community Resource Persons-Enterprise Promotion (CRP-EP) and to build the capacity of NRLM federations and SHG to follow, direct the work of the CRPEPs. The program will also help rural entrepreneurs to access finance to start their businesses from SHGs and NRLM federations, banking systems including MUDRA.

Once the MoU is in place, the MoRD will notify all States/UTs of the incorporation of the IIE as an NRO under the SVEP to help accelerate growth. The IIE and the respective SRLM will be responsible for allocating the SVEP blocks for implementation. Additionally, since the MoRD will not be involved in the allocation of the SVEP blocks to the NRO for the implementation of the program, a separate MoU needs to be signed between the NRO and the SRLM for the implementation. of the SVEP.
